The City Attorney shall be the legal adviser and counselor of Council and all other officers of the city. He or she shall represent the city in all courts in all proceedings in which the city, or any city officer or employee in his or her official capacity, is a party, and he or she shall perform such duties incidental to his or her office as may be required of him or her by Council. The City Attorney shall receive such regular compensation, and such fees for special services, as may be agreed upon by Council and the City Attorney.
