(A) No person shall, knowingly or through gross negligence, suffer or allow surface or stormwater accumulating on roofs, buildings, sidewalks, lawns or from any other source owned by him or her or under his or her control to drain into the sanitary sewer system of the city; and all persons connecting property to the public sanitary sewerage system shall provide adequate means for excluding stormwater runoff in the event connection is made to separate sanitary sewers.
(B) The provisions of this section do not prohibit the present or future discharge of stormwater runoff to combined sewers.
