§ 51.30 PURPOSE AND INTENT.
   The purpose of this subchapter is to provide for the protection of the health, safety and general welfare of the citizens of the city through the regulation of those construction projects where the discharge of sediment and other construction-related pollutants into adjacent waterways is likely to occur.
