§ 50.21 ENFORCEMENT BY DIRECTOR OF PUBLIC WORKS.
   The provisions of this subchapter shall be administered and enforced by the Director of Public Works, hereinafter in this subchapter referred to as the “Director”. The Director shall have authority to promulgate reasonable rules and regulations in connection with the collection and disposal of refuse accumulated in the city.
