§ 50.03 DEPOSITING OF REFUSE SO AS TO PREVENT DISSEMINATION BY WIND AND THE LIKE.
   No person shall cast, place, sweep or deposit anywhere within the city any refuse in such a manner that it may be carried or deposited by the elements of nature upon any street, sidewalk, sewer, parkway or other public place or into any occupied premises within the city.
