When the office of City Recorder is vacant due to the City Recorder having resigned, become seriously ill or otherwise disabled and unable to perform his or her duties, the powers, duties and authority held by such City Recorder shall pass to the office of the Mayor or his or her designate who shall act as City Recorder until the vacancy is filled according to law.
