§ 39.025 FINDINGS.
   The City Council finds:
   (A)   The city must provide services to the residents of the city;
   (B)   The city must impose taxes, fees and other charges to pay for the services provided by the city;
   (C)   The collection of taxes, fees and other charges imposed by the city does not always occur on a timely basis and become delinquent;
   (D)   Taxes, fees and other appropriate charges are the price that is paid to live in a civilized city such as this city;
   (E)   W. Va. Code 8-13-13, as amended, authorizes municipalities to file liens to collect debts; and
   (F)   Because some service recipients do not pay the taxes, fees and other charges on a timely basis, alternative methods must be utilized for the collection of those delinquent taxes, fees and other charges.
