§ 39.005 ISSUANCE OF PERMITS AND LICENSES PROHIBITED.
   On and after August 1, 2015, the city, including its departments, shall not issue any permits or licenses to any property owner that is delinquent in the payment of municipal service fees until the total amount of the delinquent municipal service fees due and owing by that property owner are paid in full.
