§ 30.25 ORDINANCES GENERALLY.
   Action of Council shall be by ordinance in all cases enumerated in W. Va. Code 8-11-3, except as may be otherwise provided by the state code; and the requirements and procedures set out in W. Va. Code 8-11-3 shall be adhered to by Council with respect to the introduction, action upon and passage of all ordinances.
