(A) An alarm user shall register its alarm system with the city by completing and filing a registration form prepared by:
(1) The city’s Police Department if the alarm is for the purpose of signaling illegal activity requiring a law enforcement response; or
(2) The city’s Fire Department if the alarm is for the purpose of signaling a the occurrence of a fire requiring a Fire Department response.
(B) The alarm registration form shall be provided to businesses at the time of the initial registration for a business license and when each business renews its business license. City residents shall be notified of the registration requirement by publication of the requirement on the city’s website.
(C) Registration shall be free and must be renewed on or by July 1 of each year. Notwithstanding general penalties set forth in this subchapter, an alarm user who fails to register an alarm system or renew a registration after receipt of one written notices from either the city’s Police Department or the city’s Fire Department, as appropriate, of the obligation to do so shall thereafter be subjected to a fine not to exceed state law on each occasion on which such alarm system records a false alarm and remains unregistered or the registration has not been renewed.
(D) The registration form shall provide a record of the company or firm that installed the alarm system, the names and telephone numbers of contact people or key holders to call when an alarm is activated, and information concerning the maintenance and inspection of the alarm system. The registration application shall also confirm whether the alarm system includes an audible alarm or siren, and, if so, whether such alarm system has an automatic 15-minute shutoff switch. The alarm user shall notify the city’s Police Department or the city’s Fire Department, as applicable, of any changes in any information set forth in its application within 30 days of each such change. Notwithstanding the general penalties set forth in this subchapter, each such failure to notify the city’s Police Department or the city’s Fire Department, as applicable, of such changes shall result in a fine of an amount not to exceed state law.
