The City Jailer shall receive all persons committed to the city jail by the Municipal Judge or law enforcement officers and he or she shall, before any prisoner is locked up, register in a book to be kept for that purpose, the name, age, height and color of each prisoner received, and such other facts as may be necessary or required by Council, and shall make a record of all articles of value taken from the prisoner before confinement.
