§ 36.061 CITY JAILER.
   The City Jailer, under the direct supervision of the Chief of Police, shall use all the necessary and lawful means to properly provide for and protect prisoners confined in the city jail. He or she shall keep the jail clean and well ventilated, properly heated and lighted, and in good sanitary condition at all times, and free from bugs and vermin.
