The office of Chief of Police is hereby established. The Chief of Police shall be the commanding officer of the Police Department and, under the general direction of the Mayor, he or she shall be responsible to the Mayor and Council for the administration, training, discipline, morale and effective deployment and utilization of the members of the Department and for the maintenance and effective deployment and utilization of the property and equipment of the Police Department.
