(A) Scope. The provisions of this subchapter shall govern the establishment, operation, maintenance and use of salvage yards in the city.
(B) Responsibility. It shall be the responsibility of the owner of the of the property upon which a salvage yard is situated to maintain the property in a manner that assures that the property is not unsightly or visually offensive, does not depress the value of adjacent property and does not detract from the safety and recreational value of adjacent property or the roads and streets that pass by the property.
