The Executive Director may sign contracts and amendments, upon the recommendation of the General Counsel, for legal services, including, but not limited to, the services of experts, law firms and attorneys and any other services necessary to conduct legal matters, including, but not limited to, litigation and contract negotiations, provided that the Board has approved expenditure of the relevant funds through the annual operating or capital budget.
