No person shall park or leave any motor vehicle whether attended or unattended upon that part of the right of way of the street in the Village of New Washington which is not part of the paved portion of the street, but is the portion of the street which is adjacent to the street and between the street and the outer most line of the right of way of the street commonly referred to as the tree or curb lawn and the sidewalk area within the right of way of the street.
