351.14  SNOW EMERGENCIES.
   (a)   Whenever snow reaches an accumulation of two inches or more, a snow emergency shall be deemed to exist.
   (b)   From the inception of a snow emergency as defined in subsection (a) until twenty- four hours thereafter, or until such time as the snow has been removed, if such time is sooner, no owner of any vehicle shall permit the same to park or stand upon any of the parts of the following streets:
      From the intersection of Poplar Street and West Mansfield
      Street to the intersection of Center Street and East Mansfield
      Street
      From South Kibler Street to Main Street
provided, however, that vehicles may be parked for a period of not longer than fifteen minutes for actual loading or unloading of passengers or property; provided further that snow removal equipment is not being operated on such street and that no other ordinance restricting parking is violated thereby.
   (c)   Whenever such an emergency exists, owners and operators of motor vehicles shall have the responsibility of determining existing weather conditions and depth or extent of snowfall and of complying with the provisions of this section.
   (d)   Any motor vehicle parked in violation of this section may be directed to be moved to an adjacent street or to such other place which will aid in the removal of snow from the streets of the Village, by a duly authorized officer or employee of the Village.  The owner of such vehicle shall be liable for any towing charges.
   (e)   No person shall cause or permit snow to be removed from their property and placed over or upon any portion of the paved right of way of any street.

   (f)   Whoever violates this section is guilty of a minor misdemeanor.
