Accessory off-street parking facilities, including access driveways, shall be determined in conformance with the following schedule for the various buildings and uses, and provided in conformance with the other provisions of this Code as a condition precedent to the occupancy of such building or use. Facilities shall be provided for the entire building or use:
(a) Whenever a building is constructed or a new use established;
(b) Whenever the use of an existing building is changed to a use requiring more parking facilities; and
(c) Whenever an existing building is altered and there is an increase in the number of dwelling units, seating capacity, or floor areas of building.
