For the purpose of interpretation of this chapter and to provide for the proper reporting and collecting as required by the terms of this chapter, the regulations and guidelines and all other provisions not inconsistent with the terms of this chapter, including the provisions of Ordinance No. 536 as amended shall apply, save and except that this chapter and Ordinance No. 536 shall not be interpreted to levy a tax in excess of a sum total of one and one-half percent (1½%).
