All public officials of the Municipality, vested with the duty and authority to issue legal documents, shall not issue permits or certificates for any building or use that would result in conflict with provisions of this Code. However, should such a permit or certificate be issued and be in conflict with the provisions of this Code, it shall be deemed null and void, unless it would operate to the prejudice of an owner who has acted in good faith in reliance thereon.
