A person, partnership, or corporation, whether as a principal agent or employee or otherwise shall be guilty of a misdemeanor when:
(a) Any violation of any of the provisions of this Code exists in any building or on any tract of land; and
(b) An order to eliminate any such violation has been served on the owner, agent, lessee, or tenant of the building or tract of land, or part thereof, or upon the architect, builder, contractor or any person who commits or assists any such violation; and
(c) Such person, partnership, corporation or agent thereof shall fail to comply with such order within sixty (60) days after the Building Inspector has served notice of the violation.
