1149.02  JURISDICTION.
   The Board shall adopt such rules and regulations, as may be necessary to carry into effect the powers and jurisdiction conferred upon it as follows:
   (a)   To hear appeals on decisions made by the Building Inspector, or by any administrative officer on matters relating to this Code for relief from any order, requirement, decision or determination, including the refusal, granting or revocation of permits, and may thence decide appeals by reversing, or affirming wholly or in part, or modifying said order, requirement, decision or determination;
   (b)   To hear and decide upon applications for variations from the terms provided in this Code subject to the standards provided in this chapter;
   (c)   To hear and decide all matters specifically referred to it for decision, such as determination of district boundary lines, as provided in this Code.
