Procedures are hereby established for the administration of the Zoning Code, enforcement and issuance of building permits and zoning certificates. The provisions of this Code shall be regarded as minimum requirements, and shall be liberally construed to promote the purposes and intent herein set forth. Where two or more specific provisions of this Code apply to the same subject those regulations shall prevail which impose the higher standards.
