941.07  COLLECTION FEES.
   (a)   No permit holder shall charge a fee greater than the rates approved by Council.
   (b)   No permit holder will charge a fee greater than the rates approved by Council for the “By the Bag” program which includes the cost of the bag and the waste disposal service.

   (c)   The permit holder shall be permitted to contract individually with each citizen for the removal of building or remodeling supplies, furniture or appliances, and for the removal of an extra-ordinary amount of refuse created by house cleaning or the cleaning of a garage or other outbuildings.
   (d)   Effective January 1, 1994, it was illegal to dump yard waste at an Ohio landfill.  Therefore, as of January 1, 1994, permit holders should not accept yard waste, such as leaves, grass, shrubbery, limbs, garden waste, Christmas trees.  Proper disposal of these items will be the responsibility of the individual citizens.
   (e)   All trash shall be set within four feet of the curb and shall be easily accessible and free of ice and snow during the winter months.  Refuse shall be solely from the residence of the citizen whose trash is being pick up.  Any “pooling” of refuse shall cause the person so “pooling” refuse to be charged a rate equal to the regular pickup fee.

   (f)   The fee for pickup service for business or commercial establishments will be by individual contract between the permit holder and the operator or manager of the business or commercial establishment.
