Whenever any owners or other person in charge of any property fails or refuses to cut weeds as therein provided, written notice to cut weeds may be served upon such person by certified mail or personal service; provided, however, if such person’s address is unknown or he or she cannot be located, then the notice may be published once in a newspaper of general circulation in this Village.
