(a) All private drives on unimproved streets shall be a minimum of six inches in depth, composed of four inches of cobblestone and two inches of dust.
(b) All private drives on improved streets from the property line to the outside curb shall be paved with concrete or brick.
(c) All drives or approaches to other than private homes shall be deemed special or commercial and plans for same shall be submitted and approved by the Street Committee of Council before any work is commenced upon the same.
