Nothing in this chapter shall apply to the advertising of any charitable, benevolent, religious or civic work or project, or to the posting of advertising matter in or upon the windows or property of any resident or business concern of the City, or to the distribution of any recognized newspaper to paid subscribers, or to the distribution of U.S. mails.
