The Police Department shall keep a record of the number of each license, the date issued, the name and address of the person to whom issued and in case of a minor applicant, the name and address of the parent or guardian, a record of the make and the number on the frame of the bicycle for which issued and a record of all bicycle licenses and fees collected by him.
