(a) No vehicle shall be parked or allowed to be parked on any street or public parking lot located within any area designated for zoning purposes as C-1 or Commercial “C” Districts between and during the hours of 3:00 a.m. and 6:00 a.m.
(b) Nothing herein shall prevent any emergency or public safety vehicle from operating freely during these hours.
(c) Any vehicle found to be illegally parked in violation of this section shall be prima-facie evidence of being parked by the owner thereof.

(d) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
