(a) A reserve police unit is hereby established within the Newton Falls Police Department, which shall be known as the Newton Falls Police Reserves.
(b) The Chief of Police shall be the executive head of the Police Reserves. He shall make all appointments and removals of reserve police officers subject to the general regulations.
(c) The Chief of Police shall prescribe rules and regulations for the organization, training, administration, control and conduct of the reserve police personnel.
(d) The members of the Police Reserves shall not be eligible for membership in the Police and Firemen's Disability and Pension Fund and the members shall not be in the classified service of the City. Police Reserves shall be compensated one dollar ($1.00) per year.
(e) Duty Rules and Regulations. The duty rules and regulations of the police reserves shall be, but not limited to as the Chief of Police prescribes, as follows:
(1) Reserve police shall be certified by the State of Ohio as a qualified police officer and have arrest authority.
(2) Reserve police shall be required to work a minimum of sixteen hours a month, unless notified by the Chief of Police.
(3) Reserve police shall be designated foot patrol officers and/or bicycle officers.
(4) Reserve police shall assist the officer on duty only when so directed.
(5) Officers shall act at all times under the direction of the Chief of Police or officer in charge.
(6) Officers shall be in full uniform while on duty unless otherwise directed by the Chief of Police.
(7) Officers shall assist in traffic control.
(8) Officers do not have authority to operate police vehicles or equipment, unless instructed by the Chief of Police or officer in charge.
