The boundaries of the wards shall be as follows:
(a) Ward 1. All City residences to the west of the West Branch of the Mahoning River.
(b) Ward 2. All City residences east of the West Branch of the Mahoning River, west of the East Branch of the Mahoning River, north of the CSX railroad, and also east of the East Branch of the Mahoning River and west of the City limit line north of the City easement that runs between Arlington Road and Oak Knoll Street.
(c) Ward 3. All City residences east of the East Branch of the Mahoning River south of the City easement that runs between Arlington Road and Oak Knoll Street.
(d) Ward 4. All City residences between the East and West Branches of the Mahoning River south of the CSX railroad.
