(a) When a portion of the costs of the repair, replacement or installation of sidewalks abutting streets, alleys or public roadways is to be assessed against private property, notice to the owners thereof shall be given by certified mail.
(b) After notice the City Manager may proceed with the work described. When any portion of the cost of work done under this chapter is to be assessed, City Manager, after the completion of such work, shall levy an assessment.
(c) The assessment for the cost thereof may be payable in full within thirty days from the levy thereof in the office of the Director of Finance. All assessments remaining unpaid, at the expiration of such thirty days, shall be certified by the Finance Director to the County Auditor, to be placed by him/her upon the tax duplicate and collected in scheduled installments.
