The City Manager shall make such rules and regulations to have the force and effect of law, which may be required to facilitate the administration and enforcement of the provisions of this chapter to provide safety of persons and the preservation of property. The rules and regulations formulated by the City Manager shall be published, and a copy filed with City Clerk, and the same are hereby adopted and incorporated herein as if fully rewritten herein, and from the effective date of this chapter, the provisions thereof shall be controlling within the limits of the City.
