1521.07 SMOKING OR USE OF INTOXICATING LIQUORS PROHIBITED.
   (a)   No person shall smoke while handling explosives or in the vicinity thereof.
   (b)   No person shall handle explosives while under the influence of intoxicating liquors or narcotics.
