(a) At least twenty-four hours in advance of blasting, the blaster shall give written notice specifying the location and intended time of blasting to the appropriate representatives of the gas, electric, water, telephone, and cable television utilities which operate within the Municipality. In an emergency, the City Manager may waive the time limit and allow verbal instead of written notice to be given.
(b) Advance Notice to Residents. Notice shall be published in the local newspaper to residents concerning the dates and times of scheduled blasting. In an emergency, the City Manager, may waive published notice and allow verbal notice.
