1521.03 OPERATIONAL OBSERVATION; HOURS.
   (a)   The City shall be permitted to observe all drilling, charging and shooting of all holes.
   (b)   Blasting operations shall not be conducted between the hours of 7:00 p.m. and 7:00 a.m., nor at any time on Sundays except by special permission of the City Manager.
