It shall be the duty of the owner of every dwelling, dwelling unit, rooming house, rooming unit, structure or outbuilding which is vacant and left in either a secure or not secure and open state to exterminate and prevent further infestation of any and all insects, rodents or other pests therein or on the premises when infestation occurs. All dwellings, dwelling units, rooming houses, rooming units, structure or outbuildings which are vacant and left in either a secure or not secure and open state shall be free from infestation at all times.
