It shall be the duty of the owner of every dwelling, dwelling unit, rooming house, rooming unit, structure or outbuilding which is vacant and left in either a secure or not secure and open state to keep at all times the interior of the dwelling, dwelling unit, rooming house, rooming unit, structure, or outbuilding located on the premises and the outside clean and free of any and all bulky waste, construction debris, garbage, hazardous waste, refuse, rubbish, stable matter, offensive or dangerous substance, material or any type of liquids that may accumulate.
