1341.01 VACANT DWELLINGS REQUIRED TO BE SECURED.
   When the Nuisance Inspector finds a dwelling, dwelling unit, rooming house, rooming unit, structure or outbuilding, which is vacant and not secured or is left in an open state, he shall issue an order to the owner reciting the existence of such dwelling, dwelling unit, rooming house, rooming unit, structure or outbuilding that is not secure and require that such dwelling, dwelling unit, rooming house, rooming unit, structure or outbuilding be immediately secured, closed, locked, padlocked or sealed so as to prevent the entrance of any person, animals and/or insects, rodents or other pests from gaining access to all parts of the interior of the dwelling, dwelling unit, rooming house, rooming unit, structure or outbuilding through any and all doorways, latchways, window space including basement or cellar windows or any other type of opening. The person to whom the order is directed shall comply immediately.
