Pursuant to Ohio R.C. 715.261, the City may collect the total cost of the removal, repairing, or securing insecure, unsafe, or structurally defective, abandoned, deserted, or opened or vacate buildings or other structures, or of making emergency corrections of hazardous conditions or abiding any nuisance by any of the following methods:
(1) The Clerk, may certify the total cost, together with the proper description of the land to the Trumbull County Auditor, who shall place the cost upon the tax duplicate. The cost shall be collected as other taxes and returned to the Municipal Corporation.
(2) The Law Director may commence a civil action to recover the total cost from the owner or owners.
