Pursuant to Ohio R.C. 715.26, the City is hereby authorized to inspect buildings or structures and request the removal or repair of insecure, unsafe, or structurally defective buildings or structures. The City, by and through its nuisance Inspector, shall give notice, by certified mail, with respect to such removal or repair to the land owner of the real estate and the legal or equitable liens of record upon the real estate. (If an emergency exists, as determined by the City Manager, notice may be given other than by certified mail and be less than by certified mail and be less than thirty days prior to removal or repair).
