(a) All buildings within the City shall have the proper house number firmly placed and attached to such buildings in a conspicuous place in the front thereof, so that the same may be plainly seen by persons passing along the street front of the premises upon which such building or buildings are located.
(b) All owners of buildings upon which the house number has not been placed, shall be required to cause the same to be placed upon such building or buildings within sixty days from and after the passage of this section.
