The following requirements shall apply to the installation and erection of satellite devices within areas zoned and designated as downtown commercial, neighborhood commercial and general manufacturing:
(a) Ground-Mounted Satellite Devices. The following provisions, conditions and requirements shall apply to each ground mounted satellite earth station:
(1) Such station may contain graphic message or advertising.
(2) Such station shall be considered an accessory structure and shall comply with the following conditions:
A. It shall be located to the rear of the main building on the property in question and be at a minimum elevation for unobstructed reception.
B. It shall not be located closer than thirty feet of a public right-of-way, five feet of a rear lot line or side lot line or fifteen feet of a lot line of a lot, parcel or premises located in a residential zoned area.
C. It shall be mounted in a concrete base in line with base and only metal supports shall be utilized.
D. It shall be designed to withstand a wind force of up to seventy miles per hour.
(b) Roof-Mounted Satellite Devices. Roof-mounted satellite earth stations shall be permitted subject to the following conditions:
(1) It shall be considered an accessory structure.
(2) It shall be mounted directly on the roof of a main or accessory building and shall not be mounted on appurtenances such as chimneys, towers that are a part of the structure or spires.
(3) It shall not exceed the height needed for unobstructed reception, but in no case shall it be higher than fifteen feet from the point at which such station is mounted on the roof.
(4) It shall be designed to withstand a wind force of up to seventy miles per hour.
