1311.02 INSPECTOR'S QUALIFICATIONS; DUTIES.
   (a)   To be eligible for appointment, the candidate Building Inspector shall be a registered engineer, architect, building inspector, superintendent of building construction or shall possess the degree of knowledge and experience of building construction as the Planning Commission finds sufficient to discharge the duties of his office. He shall be in good health physically and mentally capable of making the necessary examinations and inspections. He shall not have any interest whatever, directly or indirectly, in the sale or manufacture of any material, process or device entering into or used in or in connection with building construction, alterations, removal and demolition. He shall not have any interest directly or indirectly whatever in the buildings he is required to inspect and examine nor shall he be employed as agent, employee or independent contractor regardless of service directly or indirectly rendered to any person owning or occupying premises that he is required to inspect or examine. Where the chief enforcement official is not registered in Ohio as an architect or professional engineer, the department shall have in its employ, or otherwise available by agreement, at least one person who has had not less than five years experience in building construction or design and who is registered in Ohio as an architect or professional engineer.
   (b)   The Building Inspector shall devote the requisite time to faithfully discharge the duties of his office. He shall receive applications for building permits required by the Building Code, issue permits and furnish the prescribed certificates, the fees for which, however, shall be directly collected by the office of the City Manager, or his agent. He shall examine premises for which permits have been issued and shall make necessary inspections to see that the provisions of law are complied with and that construction is in accordance with the Ohio Basic Building Code, the Residential Building Code and that setback lines are as shown on the land use map. All violations are to be brought to the attention of the City Manager for enforcement. The Inspector shall attend all meetings of the Planning Commission unless the Commission specifically excuses him for good reason from any general or special meeting.
