SECTION 4. ZONING DEPARTMENT.
   There shall be a department of Zoning, the head of which shall be the Zoning Administrator, who shall be appointed and removed by City Manager and shall serve under the supervision of the City Manager. The Zoning Administrator shall be chosen solely on the basis of technical and administrative qualifications. Council shall fix the Zoning Administrator’s salary and terms and conditions of employment.
   Duties of Zoning Administrator shall be:
   Administer and enforce all laws, rules and regulations contained in the zoning ordinance. Attend all Planning and Zoning Commission meetings and provide technical assistance as a non- voting member. Provide a monthly report of activities, fees collected and permits issued to Council. Collect all fees necessary for the issuance and inspections related to zoning and planning requirements.
