Where an adequate public storm sewer is available at the plat boundary, the developer shall connect his system with such storm sewer line. If such a storm sewer system is not accessible, natural drainage channels with easements of adequate width shall be provided, as determined by the City Engineer and approved by the Planning Commission. The cost to connect the storm sewer outlets to the storm sewer system shall be borne by the developer of the subdivision.
