(a) Prior to the initiation of construction of any and all public improvements, the developer shall sign an agreement with the City setting forth the rights and obligations of both the City and the developer. Such agreement shall be reviewed and approved by the Law Director.
(b) The subdivider shall design and construct improvements not less than the standards outlined within these Regulations. The work shall be done under qualified supervision and shall be completed within the time fixed or agreed upon by the City Engineer. The City may inspect the area being subdivided at any time during the subdivision and/or construction process. The minimum requirements for materials shall be in accordance with the standards of the current volume of "Construction, and Material Specifications" of the State of Ohio Department of Transportation, and the requirements of the Ohio Environmental Protection Agency. All inspection costs and plain review fees shall be paid for by the subdivider.
