The arrangement, character, extent, width, grade and location of all streets shall conform to the standards contained herein, to subsequent amendments thereof; and shall be considered in relation to existing and planned streets, to topographical conditions, to public convenience and safety, and in relation to the proposed uses of the land to be served by such streets. The subdivider shall provide, within the boundaries of the subdivision plat, the necessary right-of-way for the widening, continuance, or alignment of such street in conformity with these standards by one of the following methods:
(a) The dedication of the necessary right-of-way for the continuation, extension, or connection of any present or planned thoroughfare.
(b) When subdividing land fronting on an existing City street, a reasonable provision shall be made for necessary right-of-way easements for traffic, utilities and drainage through such subdivision to lands located to the rear in order to prevent landlocking or isolation of any property.
(c) Minor streets shall be so laid out in such a manner that their use by through traffic will be discouraged.
(d) The street layout shall make provision for the proper projection and continuance of streets into adjacent unsubdivided acreage where it is deemed appropriate and desirable by the Planning Commission.
(e) Where the plat to be submitted includes only a part of the tract owned by the subdivider, the Commission shall require a sketch of the proposed street system for the unsubdivided portion.
(f) The following thoroughfare standards shall serve as an illustration of the classification of street types.
