SECTION 11. APPOINTMENT OF THE CITY MANAGER.
   The Council shall appoint an officer of the City who shall have the title of City Manager and shall have the powers and perform the duties provided in this Charter. The Council shall set the terms and conditions of employment prior to the appointment of the City Manager, and such Manager may be removed only in accordance with such terms and conditions.
   Council shall develop a method for reviewing and evaluating the performance of the City Manager, review and evaluate the performance of the City Manager pursuant to that method each year, and enter the results of that performance review and evaluation into the Council record each September.   
   The City Manager’s appointment shall automatically expire three years from the effective date of their appointment unless they are reappointed as City Manager within six months prior to the appointment’s three year automatic expiration date. The City Manager may not be reappointed as City Manager prior to six months before any applicable three year automatic appointment expiration date. (Amended November 7, 1978; November 7, 2023)
