SECTION 10. PROCEDURE OF COUNCIL.
   The Council shall determine its own rules and order of business insofar as they are not set forth in this Charter. The Council shall keep a journal of its proceedings which shall be a public record open to public inspection.
   All legislative action shall be by ordinance or resolution, except when otherwise required by the Constitution or the laws of the State of Ohio, but departmental procedure and administrative matters may be transacted by motion recorded on the journal.
   Each individual member of Council must have their items of interest or proposed ordinance, resolution, or motion placed on the agenda for any Regular Council Meeting if that item is submitted in a timely manner and another member of Council indicates they are willing the co-sponsor the item. Non-emergency ordinances that are previously submitted but not submitted in a timely manner must be added to a Council Meeting agenda if a Councilperson requests the addition of that ordinance to the agenda and that request is seconded by another Councilperson. Other agenda items not submitted in a timely manner may be added to a Council Meeting agenda in accordance with the Rules of Council in place at the time.
